Am I supposed to be able to turn the crown (like winding) with the crown guard locked down?
Seems it would be not be water tight ?
Anyone know where to get an original brown rubber strap?

Short answer: no. The crown guard is a lock. Open to wind.

I just watched that video and see where the confusion comes from. Whoever made that video doesn't know how that crown guard works. The leaver on the guard compresses the crown into the seal, creating a watertight fitting. By turning the crown while in the locked position you are causing friction between the crown and the rubber seal reducing its effectiveness. Its also causing friction between the crown and the leaver which can wear down the leaver and reduce the pressure it can apply to the crown.
So no, do not wind in locked position.
Besides all that, it is an 8 day automatic. It does not need to be wound.
