Is the very outer bezel ring hours and the next inner bezel ring minutes (so the photo above displays a time of 10 minutes past 10 AM)? You read the time digital style at the 6 o'clock position?

It is certainly a visually interesting watch, but way out of my wheelhouse from both a pricing and styling perspective.
