Elgin Canteen Watches (1960s version)

Know the canteen watch (and cases) are quite rare, so was pleasantly surprised to find (2) NOS cases in a lot of old watchmaker parts. See attached.
So the kicker though -- both seem to be in original packaging and from the factory, but with two dials I haven't been able to find any record of having canteens of their own -- Holmar & Ermano. Both cases don't appear to have ever been opened, so doesn't appear to be the case of the watchmaker adding in the other (appropriately sized) dials to the cases. Mysterious : )
+ Have you known Elgin to supplying cases to either of these brands?
+ Or seen/heard of canteen watches coming from either of these brands? (I haven't been able to find any records.)
+ Do you have any leads in the Elgin world on who might be best to contact for the dial/hands/or movement (AS 1700 / Elgin 848)? (Planning to sell one case and try and use the funds to source a dial + movement as project to keep the other for myself.)
Thanks in advance + appreciate any leads/info you might have!
