So the 24 hr marks are on both the bezel and chapter ring. Does the bezel rotate and if so does the inner chapter ring move with it?

No, I think the bezel rotates only. Not sure it it is bi-directional. The idea is to be able to monitor 3 time zones, but I've never had the mind that finds this useful. Two is plenty.
I think the rehaut 24 hour scale with a diver's bezel is a more useful combination as it provides both the elapsed time (which I use a lot) and the second time zone.
FWIW, I'm thinking about asking Alpina if they will sell me a divers bezel insert for my GMT Alpiner. The "compass" bezel is interesting, but not really all that useful.

That's the one I've got on order. They were originally supposed to deliver to us back in August, but there was apparently a manufacturing issue with the dials and they had to make them all over again, set it back a few months, but I'm really looking forward to getting it.

Handled a prototype of this one at Wind Up in SF earlier this year. Really nice stuff.

The blue changes colors from a super dark version to a light blue. I got to wear the Oceanking version for one night while in NYC.

I have to say I like these. Reminiscent of the Rolex GMT/Explorer II without being a direct copy of either (though it's pretty close to the Explorer II if you go with the metal bezel option).
