probably a dumb question - do you set it 4 minutes ahead or just go with it?
No - they either get deregulated when out of the military or the 'regulation' just means they set it to Sidereal time for when they need it (you can calculate variance on astronomical tables). There are only about 50 of this version [Heuer]; the predecessor was the Leonidas version and the replacement was the Tengler Bund.
