There are analog quartz movements without seconds hands that only pulse once every twenty seconds. My wife has a Longines watch with such a movement (made by ETA - don't recall the caliber). It is silent.

Hi. The holes in the lugs (and/or bracelet end links) might not be perfectly aligned. With a strap, it's not a problem. You could try spring bars with a thinner center section. That will allow some wiggle room to get the holes to line up.
