I don't know anything about how these new Red Bar chapters work, all I know about is the original NYC Red Bar. It's not "exclusive" and it doesn't matter how expensive your collection is. I'd just assume that what some people are perceiving as exclusivity is just these chapters taking some security...

It would have been cooler to have it on the caseback so that people who aren't a part of that group would still buy it. I have to say I have seen the first version in person and it is a really nice watch for the price point.
